To reduce the quality of a texture you see for 5 seconds, and also for consistency reasons.

The fact that it was only the bodies of the classes that had uber textures, and not any other item (cosmetics and weapons), felt inconsistent. Why have uber textures for just the bodies of the classes? To distinguish the class? Isn't that the purpose of silhouettes?

Is each texture unique?
A:
No. Excluding the pyro and the engineer (who have unique textures due to their eyes), every other texture refers to a generic texture shared by all weapons and cosmetics.
In a nutshell, what I thought when making these was, "You don't need a separate texture for every class for something you see for 5 seconds." Another reason I did this was because of how the heavy looked in "Meet the Medic" when ubered. I noticed he didn't have any sort of detail on him whatsoever, and my goal was to re-create that.
