The Terrorist took over an entire neighbourhood. Most citizens are escaped. But an unknown number of citizens are still in the neighbourhood. They're most likely hiding in some buildings. [Terrorists] Kidnapp the citizens and prevent the Counter- Terrorists from rescueing them.
