This version fixes an oversight in regards to the Player HQ which would disable its ability to build/repair/recycle/reverse-engineer ships if the HQ was given energy cells or had engaged in one of the above actions. Those HQ which have NOT been given energy cells and which have NOT engaged in the above actions are unaffected.
