reskinning actually involves doing something to it, I'd say no - this is someone playing with their photoshop filters. You can clearly see each part of the original Rodian skin, from the wrinkles in the face the the buttons on the pockets. The author mentions in his read-me that he knows people say never to submit your first skin. I hate to break it to you, but they're usually right. I'd suggest practicing a little bit more and not submitting anything else until you're happy with the result. Use a little bit of creativity, and don't rely solely on filters.
