the Skull Basher

"the Skull Basher" for Team Fortress 2, by Deity Link - inspired by the eponymous item from dota 2

Requested by "EpicBurrito". All I know about that item is that being against a fed carry wielding it, if he has enough attack speed, is analogous to being perma stun. (Void's passive give me the same impression sometimes). By itself I'm not sure how valuable is a skull basher, but I know it's one of the components of the most expensive item in the game. (Dagon 5 doesn't never counts).
