Permanent Banners v3

Now you can have your banner hanging out all the time... (pun intended.)

This was originally an idea by Cody Abode, which quickly turned into the idea of merging the banner and the backpack together so that it doesn't take a misc slot. BTW, this was amazingly easy... but ok, there you go.

This works with the Buff Banner, the Festive Buff Banner, the Battalion's Backup and the Concheror. This also works with normal reskins of said buff packs.

To install, just drop the respective vpk into your "custom" folder.

Fixed crash in third person when buff is deployed.
