Bugle+ScoRes Fix (Now includes Short Stop fix)

In case you're wondering, Valve made very basic .vmt files for the Buff Banner's bugle and the Scottish Resistance. This means that they had no phong or critglow, like the other weapons did.

This fix basically solves this problem.

(UPDATE: Fixed the lack of critglow on the Short Stop.)
