TF2, TFC BLU sign fixed

There has always been that sign that was unedited in that darn pack, so I decided to FIX IT.

Before you go "neeeee, dis is a texture....NEEAAAAAA" It isn't, this is a skin editing a model (the billboard is indeed a model) so it isn't considered a texture.
