70 FOV Minigun fix

So basically I play at 70 FOV and noticed that the heavy had no arm and the Minigun was cut off so I decided to fix that. Also I can not fix the arm not in the correct position of the Minigun handle because that's the animations fault.

This model works with any reskins!
