A lot of people hate the halo for whatever reason. I guess they find it boring or "gay."
Well, I say FUCK THEM because I think the halo is simplistic and cool-looking. The make-shift design reminds me of the Rayman game series; particularly the 2nd and 3rd.
I'm not sure how many of you have played Half-Life 2 Episode 2, although I imagine most TF2 players have since any old-school TF2'er bought it via the Orange Box. Well have you ever REALLY examined that brain that DOG oh-so-epically tore from that flimsy strider's hull? Did you notice that there were spots that were pulsating with luminescence?
The first thing I thought was it was simply an animated texture, but when I inspected the diffuse map, it had no animations. I looked at the VMT and noticed a "sine" parameter script. I decided to test it out and I used the halo hat as my guinea pig and it turned out just as I expected:
There is one thing I cannot avoid. If you watch closely, when the actual halo dims down, the "glowing" sprites don't fade along with it. This is because those are sprites attached to the model and the only way I could possibly make those fade is if I reskinned them as well. However those sprites are more than likely used for other things like light fixtures. So, unless you want pulsating sprites in your maps, you should just accept the inconsistency and move on.
DO NOT COMMENT ABOUT THE SPRITES NOT FADING IN AND OUT. IT'S BEYOND MY CONTROL!

Hopefully you have read the above text and have acknowledged that I don't want to hear about the non-fading sprites. One more thing:
