Unused Roy Skin Revived

So this basically will re-enable a skin that Roy has in the game, but is disabled. He bascially doesn't have the headband part on the back of his head or his cape. The model is a bit older from what it looks like, the hair looks a bit darker in-game and there are other assets that look different from the newer Roy model if you looks closely at it.

This is really just here if people want to use it.
