Asuming BSP is installed in C:BSP: Unzip this to C:BSPentity. Run setup.exe in C:BSP. Choose Hexen 2 when asked what game you want to set up. Look for default .qc(s) near the bottom. Change h3ents.qc to Siege.qc
Unzip hexen2.ent to your Qoole directory. I didn't have time to test all these so if you have any problems with it, email me. If you get any error messages in the hexen2 console when running your map, copy it down and email it to me.
