It DOES NOT just make the Elixers of Exploration stronger, it changes them completely; the Elixers are replaced by moderately-to-extremely powerful Poisons. One of (if not) the largest quests in Oblivion is collecting all of the Nirnroots in the game, and trading them for Elixers of Exploration.
