The Game (Final)

This quest was desinged to be a mental challenge, and to challenge your patience and problem-solving capabilities. Thus, in my attempt to be vague but not too vague, I did not include a quest or markers.
An old rich man has left his heirlooms in a casket, along with scrolls spread out across the world. One day, when you approach the encrance of the Imperial Palace, you see the glint of a gilded document and rush over. You read the document and see it
