CS: Source Phong Settings Player Skins

This is a simple but effective modification to CT and Terrorist skins. For all you who don't know what phong is it basically makes the skins shine in the light.
"$phong" skins for CSS. Extract to: C:ValveSteamSteamAppsaccount_namecounter-strike source (or the directory that Steam is installed to) This works online as it is just 4 more lines added to the VMT, the model is still a VertexLitGeneric.
