Europe In Ruins Alpha (1.6d)

This is the latest version of the on-going Alpha testing for Europe In Ruins Company Of Heroes Modification.
The following changes are included: * Fixed installer. Puts correct directory in 'Start In' path for it's shortcuts. * Doctrine abilities work. (I think...) * Territory manager revamped again, does it work? * Optimized some code for when a play
