An empire of paranoid states that have thrown all their money into advanced technology in an attempt to fend off the communist hordes. The world war never cooled into a cold war. Nuclear weapons were made less horrific as anti missile and anti air defence kept pace with advances in air weapon technology. It has a lot of new units and vehicles AND buildings! Quite an interesting modification.
