Cool shielding effect

you currently have so make sure you make a copy of sphere.tga before replacing it in case you want to go back. Feedback is welcome.
This file will change the appearance of your shields in game. The new texture has an effect similar to the energy being blown around the shield. It will replace the stock shields or whatever texture
