The bill was passed. The short fall in the budget complicated the bureaus war on organized crime while going undetected. By the year 2020 the ICS had increased their wealth and power to the point where they no longer needed the bureaus money. They had used it to buy international corporations and build their organization. The ICS became major stock holders in world banks and leaders of governments. Thus the fledgling bureau and their international counterparts found themselves battling a new type of war…. The Battle has just begun……
